A History Of The Mass And Its Ceremonies In The Eastern And Western Church -Rev John O'Brien A.M.

In countries where Catholicity is the established religion it is customary in this prayer to add the name of the sovereign on the throne immediately after that of the diocesan bishop. The Venetians used to insert the name of the grand doge here. For some time the Hungarians prayed at this place for the king, but by a recent decree of the Holy See the title of emperor has been substituted instead (Kozma, p. 198). A priest celebrating in any part of the Austrian dominions, therefore, is bound to observe this rule. It is hardly necessary to add that without the express permission of the Holy See it is unlawful to insert any name whatever in this place.
